There is no volume wafer fabrication plant in the Thames Valley. Manufacturing in the cluster is equipment, materials and instrument manufacture: process and metrology tools, wafer bonding systems, and synthetic diamond material produced for electronic, optical and thermal applications.
Prototype and device-scale fabrication is available through university and national facilities, with the Harwell Campus hosting national research infrastructure including the Diamond Light Source synchrotron, used for materials and device characterisation.
The University of Oxford is the principal research institution, with semiconductor-relevant work in materials, engineering science and physics, and a strong record of forming hardware companies that remain in the region. Quantum computing spinouts in the cluster are direct examples.
The Harwell Campus concentrates national research facilities in one place, which gives companies in the cluster access to characterisation and analysis capability that they would not fund themselves.
Investment in this cluster has come mainly through private rounds into design, quantum hardware and equipment companies, and through corporate investment by multinationals expanding their UK engineering capacity, rather than through a single regional manufacturing programme.
National programmes matter here for skills and coordination. The 2023 National Semiconductor Strategy prioritised design, intellectual property and research — the cluster's dominant activities — and the UK Semiconductor Centre announced in 2025 provides a national point of contact for scale-up support.

The Thames Valley is the clearest example of the UK's design-and-tools strength: it holds a concentration of EDA, IP and design-services capability without a local fab, which is consistent with the national strategy's decision to back design and research rather than volume silicon manufacturing.
Its equipment and materials companies also sit in international supply chains, which means the cluster's exposure is global rather than tied to UK fab capacity.
