The count moves as records are verified, and is a count of published records rather than an estimate of every company in the region.
Design and intellectual property rather than manufacturing. Cambridge is the home city of Arm, whose processor architectures are licensed worldwide, and of a long run of design companies and university spinouts working in analogue and mixed-signal design, memory architecture, photonic integrated circuits, power devices and novel semiconductor materials.
There is no high-volume wafer fabrication plant in the region. Fabrication capability is at research and prototype scale, concentrated in University of Cambridge cleanrooms and in specialist company facilities such as Paragraf's graphene device line in Huntingdon. Pragmatic Semiconductor is headquartered in Cambridge, but its 300mm flexible-electronics fabrication site is in County Durham and is counted in the North East, not here.

The region's fabrication capability is research-scale and open-access rather than industrial. The University of Cambridge Department of Engineering operates the Electrical Engineering and Nanoscience Clean Facility, providing lithography, thin-film deposition, etching and characterisation for micro- and nanofabrication work.
The Cambridge Graphene Centre runs its own cleanroom suite with electron-beam lithography, nanoimprint, plasma-enhanced chemical vapour deposition and reactive-ion etching, used for graphene and two-dimensional material device work. The University of Cambridge is also one of the partner sites of the Henry Royce Institute for advanced materials, hosted at the Maxwell Centre on the West Cambridge site, which offers open-access deposition, lithography, epitaxy and electrical characterisation equipment to academic and industrial users.
At company scale, Paragraf — a University of Cambridge spinout — manufactures graphene-based devices on silicon wafers at its Cambridgeshire site, and is recorded in our index under Somersham. Beyond that, production is outsourced to foundries elsewhere, which is characteristic of a design-led cluster.
The University of Cambridge is the dominant research institution. Semiconductor-relevant work runs across the Electrical Engineering Division of the Department of Engineering, the Cambridge Graphene Centre, and the Department of Physics, covering device physics, two-dimensional materials, photonics, power electronics and sensing. The Maxwell Centre hosts Cambridge's Henry Royce Institute activity, which is framed around materials for energy-efficient devices and supports translation into companies.
The commercialisation route matters as much as the research. A substantial share of the companies recorded in this cluster began as university spinouts, and the science-park estate around the city — Cambridge Science Park, St John's Innovation Park and the Babraham and Granta sites — gives them somewhere to grow without leaving the cluster. We have not identified comparable dedicated semiconductor fabrication or device-research facilities at the other East of England universities, so none are claimed here.
The 2023 National Semiconductor Strategy committed up to £1 billion over ten years and deliberately prioritised UK strengths in design, intellectual property, research and compound semiconductors over large-scale silicon fabrication — a choice that plays directly to this cluster's profile. In 2025 the Government's Digital and Technology Sector Plan announced a UK Semiconductor Centre, with the Compound Semiconductor Applications Catapult appointed to mobilise it as a national point of contact for scale-up and international engagement.
Private investment in the cluster has been concentrated in materials and design businesses. Paragraf announced a $55 million Series C round in August 2025, led by Mubadala, following a National Security and Investment Act review, and states it has raised around £140 million since spinning out of the University in 2017. Design companies in the cluster have also expanded their local engineering capacity, including EnSilica's engineering hub opened on Cambridge Science Park in June 2025.

Cambridge is the design and IP end of the UK sector. It complements South Wales, where the compound semiconductor manufacturing chain sits, and the North East, where the UK's 300mm flexible-electronics fabrication capacity is located. Its needs are correspondingly different: access to foundry capacity, advanced packaging and chiplet integration, and experienced design engineers, rather than capital for new plant.
